About David Cain

David Cain is a senior community‑services executive leading Outcare, a Western Australian‑based organisation delivering social‑housing and community‑support services as part of the PeopleKind Group. Since taking on the role of Managing Director in January 2025, David has brought over 25 years of leadership experience across government and non‑profit service providers to shape strategy, service delivery, and organisational growth.

Outcare focuses on affordable housing, tenancy support, and broader community‑care programs, and David plays a central role in embedding these services within PeopleKind’s growing network. Prior to Outcare, he held senior executive roles at organisations such as Communicare, where he led initiatives in homelessness, family‑support, and children‑and‑youth services. A committed community‑sector leader, David is passionate about improving social‑housing outcomes, strengthening client‑centred support, and driving system‑level change across Western Australia.
